I think it's less the rations taste bad and more he's crying because he's sorry that rations is all she has. There are a lot of Akizuki posts that imply she doesn't eat very well and thinks that normal food is a luxury.

You still have a roof over your head, a desk to sit at, presumably a chair to sit on. You still have a bowl to hold a full and rather large load of rice in, meat to eat, clothes on your back to keep you warm.

Many go without any or all of these things. Just the fact that you still have meat to eat and such large servings of rice means "the food became meager" is a gross lie at best.
When you are eating maybe one meal a day if you're lucky, that's when the food became meager.
When the paratroopers, elite strategic reserve forces, have not had meat rations for many months, due to damage to the economy and all meat rations going to the front line troops and to children, that is when you can say the food became meager.
When refugee camps retaken from the enemy, liberated after being overrun and slaughtered as far as the invaders knew to the last infant in the nurseries bayoneted to its cot, find the surviving few children entering the shed where invaders taken prisoner were kept, hacking off limbs the animals didn't need for interrogations to make breakfast stew, after overhearing the liberating paratroopers musing about some sausage packets they salvaged from the kitchens, that is when the food became meager.

Why is this in both the "Almost-Heart Warming" pool and the "Heart-Warming" pool? My guess is that the former is for panels 2-3, while the latter is strictly about panel 4 in relation to panel 3, but I'm not sure.
