Would it qualify as a space elevator?

I would say so. The way it is angled makes me think it is built to take advantage of the centrifugal force from the planets rotation. It would be pretty cool if it is attached by a giant hinge to the ground, enabling it to adjust for any orbital wobble over the year

I was thinking it was some kind of cannon. But a space elevator with a complicated compensation system seems more reasonable.

How a space elevator would work on a floating island is also an interesting thought experiment.
