Okay, what's going on here is that Suzuya is using modern (LINE/Gal) slang, Houshou is using old-timey (Well, bubble-economy era), and Kumano is using mostly classical language.
Gotta take some time to think about this one.

I know some of it, and will try to change it as close as possible to the intended meaning
Firstly Houshou ちょべりぐ is derived from "超 Very Good". in English would be "super very good". There are still some Osaka people that use this. Old ones that is (My homeroom teacher currently)
「ナウイヤング に バカウケ」 I think it's supposed to be ナウナヤング derived from "now young" means "today's youngsters" に towards those youngsters バカウケ Baka, dumb. Uke, from 受ける receive. It means "ridiculously well received" quite old language lol
so all in all, "it's ridiculously popular with the youngsters!"
Secondly Kumano's Classic speech.
いとうつくし : Very Cute. but yeah classic speech. idk how to translate to classic English
なりたまふべきデコ : なり, become。たまふ, classic speech of なさる which shows modesty and humbleness When in なりたまふ form become「おなりなさる」meaning I guess. べき : ought to デコ : decoration (pointing to that sparkly decoration) めり : I think from めりやす which means embroidery. デコなめり
Summarily, "My that's really cute, will surely become a fashionable embroidery"

Kumano's line is very similar to that in Taketori Monogatari, viz. 子となりたまふべき人なめり (Which is why I knew right off the bat it was proper classical Japanese)
いとうつくし is more beauty rather than cuteness, and it is the classical intensifier いと and the classical form of 美しい
たまふ is here, probably taking the first rather than second, as it's not in the 連体形, making it 下二段 - hence it's something along the lines of 'to take'
なめり is a classical 連語, see here meaning …であるようだ。…であるように見える。
(Took classical Japanese language and literature at University, but that was quite a few years ago).
The problem with using 'It's very superb' is that it doesn't give the impression of slang that ちょべりぐ does, as it's just slightly older-sounding speech.
No, no, I had it wrong the first time. What I should have done from the start was looking up either a English or Modern Japanese translation of Kaguya.
Problem with the kobun dictionary is that it assumes you already know classical sentences, i.e. you know your 連体形 from your 終止形 and whatnot. Thankfully we didn't have to memorise everything for my course, we had a handy A4 conjugation chart so we could convert to Modern Japanese.
