It shouldn't be tagged ryuujou_(kantai_collection), because RJ the character isn't seen in here, even if she's reincarnated, and we tag by what we see (granted, some salient feature like both a just-offscreen visor cap and part of a twintail can qualify, this one doesn't have anything).

It firmly belongs in the ryuujou_the_flattop pool though, because it both invokes and pokes fun at the "RJ's a flattop" joke for all it's worth.

Another example can be found in post #1758171. RJ isn't there, but the joke is readily apparent.

Similar examples can be found in other pools. Here's one with Tatsuta trolling Tenryuu while being at the other side of a door. Touhou has a lot of these, especially those featuring Yukari using her gaps to troll people without being physically present.
