Hmm... If I take it separately:
-毛先 means the "tip of a hair"
-裂けたり which come from 裂ける means "to tear" or "burst".

But with もするな at the end...

Really not sure but maybe it could means that "the tip of your hair may also tear apart"?

Split ends? I do remember my female classmate complains that long hair can have split ends easier.

Could be. I can't think of any other suitable ones so I gave it a shot. Maybe someone who knows better can give it a translation check?

    That's not what I meant...
    Eh!? Your hair will hurt?
Does it hurt if I touch it like this?
Is Ashigara-chan going to the same school as I am!?
How long will it take for me to grow my hair to as long as mommy's?
    Maybe in another 4-5 years?
When that time comes, you'll already be in your mid-years in elementary school, huh...
At that time I'm gonna wear a randoseru to school, right!?
You'll wear a yellow student hat too.
Since the school district is the same and you both are in the same year, you should be going to the same school together.
    Yay~!
Yeah, there are going to be split ends too. Hurt...?
