Training ships are just ships used for crew training, not target practice.
The ones getting shot at are called Target Ships. They're usually obsolete ships that are either not sea-worthy anymore or can't be further upgraded to keep up with the arms race. Naturally, they're supposed to be uncrewed at the time of their... "fated end."
