It's the mysterious shop keeper Rinnosuke. after learning of a large secret gold mine under the human village he diguised himself as a youkai to scare away all the villagers, and promised a share to Reimu so she wouldn't interfere.
He would have gotten away with it too if it wasn't for those pesky meddling kids, one of which looks like a dog.
