I have this small theory that Kouji actually works for Tanaka. One day, Tanaka phoned Kouji and told him to make skits about Fubuki in order to make people like Fubuki. This is a preparation for the upcoming movie and 2nd series. We'll unconsciously like Fubuki even without us knowing and Tanaka's plan will come to fruition. Fubuki model and Fubooty model will be selling like hotcake.
I still stand by the idea that lack of contact with the Admiral made the girls act kinda wonky in the anime.
This statement suggests all kinds of worrying implications. Nagato, Kongou, Mutsu and Oh-yodo were relatively well-adjusted and they were exposed to Admiralium on a daily basis. Akagi was an anomaly but then again she hung out with the deadpan straightwoman Kaga (who bullies Zuikaku).

Well, dunno about Kongou since admiral adoration is her thing.
Idolm@ster went that route with the first anime and it turned out better then Kancolle.

This. Idolm@ster was also a franchise where the Producer is supposed to be the player stand-in, and yet both anime created actual characters for their Producers. In the end, that decision made both IM@S and Cinderella Girls anime feel more complete in terms of characterization than the Kancolle anime.
And considering how popular doujins with awesome Admirals tend to be, it was a rather strange decision on the part of the anime creators as to why they just created their invisible Admiral as nothing more than a plot point.
Would generic harem protagonist Admiral have been better than air-Admiral?
Even Sean Connery with his inability to even make a half-assed fake foreign accent would be better than shadow admiral because at least you would have some actual interaction between the admiral and the shipgirls instead of watching scenes that would be better fitted in a Sega CD FMV game.

So I guess the question would be: is bad characterization better than no characterization when it comes to short series?
My thoughts:
If the admiral were a good platform character who could make the girls seem more lively through interaction that'd be great, but adding another generic throwaway to a series that already has a bloated cast won't help. These things need depth. Fan works show how well the world can come to life when you make characters with traits that bounce off each other, or when you add opinions that extend things beyond the basic premise.
