I'd like to believe you're right. I'd really dislike it if she was basically just being a bitch for the sake of being a bitch, or because she's jealous or something. Time will tell, I suppose.
TBH, I'm bit on "bitchy Kaguya" side, but here is a good reason: she don't want Mokou to dip her heart too deep in this, 'cause Mysty may be long living but still mortal. That and

Given how much depth Jouji typically gives to his characters; I'm more of the 'Kaguya's trying to save Mokou from eternal misery even if she has to play the villain' side of things.
