Maybe, but it could be some kid's parent. Without more of the uniform and head to confirm, we can't properly ID him.

While it's obviously not enough information to tag, I'd absolutely be willing to bet that our mystery adult in question is Shino.

Not really aware of Precure doing the same, but the Final Love Live event was promoted as movie+"live" concert, with glowsticks and everything.

Precure movie have that "give us your nakama power, wave your glow stick and cheer for us!" thing to beat the final boss.
Hero shows probably do the same.
