    I realized the problem is Tokonatsu feels guilty for looking, and now he thinks she hates him for being a pervert.

    I dunno if all the misunderstandings will be resolved anytime soon, rather than being shifted to a new set, but if they were, I imagine it going like this:

    Fubuki: Why are you avoiding me?
    Tokonatsu: B-because I thought you thought I was a pervert...
    Fubuki: Don't be silly! Why would I think you were a pervert?
    Tokonatsu: Because you caught me looking at your panties...
