Kagerou wears a dress typical of the south of Mexico, especially from Chiapas-Oaxaca, while Wakasagihime seems something from the center of my country, like Puebla. I might be wrong.
Gotta say, I really like how they gave Wakasagihime arm-scales; it's a really nice subtle touch that I can't help but dig.
I think those are flowers over sheer fabric. You can see the same thing on her tail. Though I also like the idea of Waka having scales on, say, her elbow or wrist.

Those . . . aren't what I was pointing out. :X If you look at the skin of her arm in comparison to what Kagerou's, Wakasagihime here has actual scales on hers. It's a nice touch, all said.
