I doubt it - she's more likely to shut up and run, or let him leave, rather than status anything. Plus, the angst is not worth it... even if Fubuki's anguished expression is beautiful too.
Besides, the way the imagined scenarios is playing out, it looks like the love interest in the manga has died or left for another girl, leaving the girl alone at the end of the story.
I'm hoping flashback, as otherwise it means Tokonatsu-kun left with Murakumo and left Fubuki neglected again.
I believe it is a flashback, the last panel on the previous page is blacked out possibly indicating the transition into the flashback. Also the borders for this page are all black where the other pages have been white.
