Murakumo's dress isn't high enough for it, and she doesn't seem to work the unconsciously flirty type that Fubuki here is.

Plus, she's not his secretary ship. Or, at least they haven't said that she was. Just an "acquaintance".

I'm guessing he used to work at the female Admiral's base while Murakumo was still assigned there. The other Admiral also used to work under her command as well, so maybe that's how Tokonatsu knows him.

Hmm... Oxford vs. Chicago style conflicts. For what's it worth, DoD and NASA diverge from Chicago and agree with Oxford in this matter (even though they normally follow Chicago).
