I myself take it as even if the time keep flowing, they won't become dull willed like humans. The line in black base is "New moon.....become". Most likely indicating time flowing.
I'm still very confused by this page. What is supposed to repeat? What is supposed to happen again?
Possible answers: 1. Their sinking. 2. They falling in for some deep human emotion. 3. They getting scrapped (highly unlikely)
To be literal though, it says "time". "Even if the same time were to come again", or "they were to live the same thing over again". But I wasn't that sure. So I chose a more neutral translation for it.

And Working in conjunction with the Ring allows for the safe keeping of the higher "level" ship girls. since more time on the battlefield means more experience but more time means more interaction with humans and the exploring of one's feelings and desires, thus the lock keeps the emotions on a low level state it and on my opinion acts more like an inhibitor rather than a nullifier. thought it begs to question that if the shipgirls are not equip with a "ring" after a certain (level) time cap they will start to shift to a more "Oni" look? could it be that the "Oni" are likely ship girls that earn a large amount of experience but there was no ring to limit their appearance to Humans looking girls and no lock to keep their emotions in check?
