That's pretty common variation of reaching charging handle on AK types. Well, If you have a reason to keep holding pistol grip with right hand. It's not that hard - trick is about tilting arm at elbow, not moving whole arm.

Reaching over the top means your lower fingers exert the most force. Additionally optics can interfere. Also if you don't wear gloves you are almost always going to slice your hand on the dust cover (which is just sheet metal) eventually. In most cases, going under is most efficient because you already tilt the rifle to expose the magwell for better insertion. Mind as well just charge the gun while it is already tilted down than turning it all the way the other direction, and then turn it back to level the rifle. Additionally with the ejection port facing down any cases or stuck cartridges when doing malfunction clearance fall out easier than with the ejection port facing up.
