I believe Niantic CEO John Hanke said at Comic-con that Blanche was female, but Kozaki, the designer, said they are whatever people interpret them as. So I don't know what the policy on that is here, but I guess it might lean toward the CEO answer since it's more defined and he technically has the higher authority on his game.
