Kongou was born in England, too. Plus, that was a joke - but Warspite does do the stereotypical returnee thing better thsn Kongou. She looks more English, speaks me English, and is very foreign. Kongou? Not as much.

To be fair the difference between a half/quarter-sister and a cousin isn't really that great. Plus Kongou having an actual English sister makes for a better story material than her having just English cousins.
Well Kongo was based loosely on the HMS Lion design, which is was HMS Tiger is an improvement on, in a similar way. Both Tiger and Kongo correct the firing arc problem of the third turret from the Lion, Princess Royal, and Queen Mary (all more or less cousins or half-sister ships).
