They give up some of their free time at school to finish it; generally a teacher watches them over their lunch break until it's done.

They'll also get admonishing, but since detention doesn't exist in Japan, that's all they can really do.

If they haven't done it at all, probably a phone call to the family in question would be in order, to see if the student was lying to their parents about doing it at all.

That sounds interesting.
I remembered when I was a kid, our teacher just let those who didn't finish homework go back home. They were not allowed to return until they finished them.
My mom made a schedule for me and she checked my homework everyday when I was in summer vacation.
