Those plumes of water look like explosions to me. And not from the collision - it's from that torpedo which hit them both.

Plus, Ooi and Kitakami were launching the torpedoes in the preceding panel.

The joke being that they're so misfortunate they make non-exploding torpedoes explode.

Live torpedoes fired at a ship during a practice? That's almost USS William D Porter levels of bad luck (though Willie D is still the champ there). Nothing tells a destroyer 'you dun goofed' like having your own flagship's 16-inch guns pointed at you!
