It depends on the system you're talking about, the person's personal proclivities, and what passes for "normal" in that system...
The larger a system/community is, the more impersonal it is, the more people will feel free to abuse it. (Just see the way people act when over the impersonal and anonymous Internet compared to what they would do directly to another person's face...) In smaller communities or things as small as a family, there's more personal investment, and it's easier to see how the wellbeing of the system as a whole benefits themselves, so they are less likely to abuse it.
"Abuse" in this case being the same as "defecting" in Game Theory. On top of that, some people are naturally "defectors", people who are naturally abusive and antisocial, and a smaller number are naturally "cooperators", who will stick strictly to their ethics even in the face of others abusing it, but most people are generally influenced by what is "normal", and will simply do whatever everyone else is doing.

Well, the main reason for the change is that the US has and always had two rivaling factions competing for control, Progressives (liberals) who believe in globalism and unity in all subjects regardless of background, and Conservatives (I hesitate to say republican, because most R politicians are hardly conservative) who place focus on national security and freedom of individual within the scope of the law (Constitution). Currently the progressives have control of the government and school systems so that is why you see a change in re-education.
As far as taking land, the brutal truth of the world is that no one is entitled or posses ownership of anything unless they have the force to protect it. This is where I think globalism greatest fault is. If two factions war with each other, does the winning faction have the right to the spoils of warfare? I think most would say yes if the defenders win. So why do we think differently when the aggressor wins? The truth is that as a countries industry rises, their consumption rises leading to the need to gather more assets until their infrastructure stabilizes. Countries have as much need for aggression as they need for defense. Hitler rose into power to a Germany that was being raped of its economic potential by the British and French after WWI. Were the British and French wrong? No (although they were stupid to not listen to the US when we told them they were setting up for WWII). Was Hitler wrong for taking over countries and fighting back the peace treaties to make his country prosper again? No. Were we wrong for fighting Hitler back? No. The point being that everyone has the moral responsibility to THEIR ownership, that means they are responsible for their patriotism, their national security, and their growth. No other country or global unity will ever truly be totally "considerate" or responsible for another countries failings or successes. In capitalism you have the right to make economic opportunities for yourself, and thus you are the sole person responsible for your success. This is the core of all competitive scenarios. Alternate economic systems fall short like communism because attempting to control an entire dynamic economic exchange either requires a huge income (from high taxes) in order to pay off the deficiencies in the market (unsuccessful people) or it requires slavery of its people where they cannot do any economic actions without direct approval of the governing state (Tyranny). People or things should never have to be responsible for someone else. Responsibility is individual, not communal.
So... for that reason you can look in the context of the comic in two ways. If the abyssals now identify as shipgirls and have loyalty to the Admiral (equivalent to an immigrant who does not do dual citizenship, dual citizenship is the most idiotic concept I ever heard), then I say they should be regarded as a citizen of the community, and have all benefits and responsibilities thereof. They are not disruptions anymore, but rather a component of the base. If the Abyssals still identify as Abyssals and have loyalty to Hoppo, then female commander is right, they are invaders and the commander should kick them out unless the economic trade is favorable (in most cases that is a very temporary benefit that spawns many more problems in the long run). Its like if you are captured by a foreign country. Do you have the rights in that foreign country that you would if you were a citizen? Of course not, otherwise, what is the point of citizenship? And of course this concept can apply to most current events (Illegal aliens, terrorists demanding "rights", conflicts between third world countries and first world countries thinking they are expected to choose a side).

Anyone working on transnationals traveling back and forth nor unwilling to quit obligations and privileges on the other country is thankful of owning a dual citizenship, they don't have to shelter like cornered mice to the nearest embassy. Am I missing something?

That's exactly the point. Unlike those who set their roots to defend their country's people, those of dual citizenship have no loyalty and answer to no one. When things are great, they will wave one countries flag as much as it is profitable. When things go downhill, rather than trying to fix the country, they run like cowards to another country and wait it out there, and then come crawling back when the real citizens fix the mess. If someone is born in the US and truly does not like it here and thinks we are evil, I am all for letting them switch citizenship to another country. After all, that is one of the things that makes the US different than most countries, we have trouble keeping people out than in. However, if you do make that decision to change loyalties, there is no going back. There is nothing more despicable than someone who doesn't have the courage to stick to his guns and set roots to defend and fight for his home and country, but instead relies on people of a higher caliber to do so for him.

Loyalty is a strong word because in a system not everyone is loyal to their country and usually the less they depend from it the better. So with or without dual citizenship it's not like they will fight at the front, they most likely will run away to the safest place within their borders.
