Seriously, what kind of base construct shipgirls on the express purpose of supplying manpower for building the base itself?
This is probably the most creative and magnificent reason I've seen so far for running construction in any Kancolle-related series.

Still talks like a demure lady with a posh accent from a school reserved for the nobs upper-class rich people though.

I'm severely tempted to put this in to 'Beautiful Smile' pool...

Reasons were explained a few pages back, it was simply no budget in the war so Admiral just got unlucky being the one that got assigned to the empty lot of land that was his "Base".
