Methinks she's always been jealous, it's just that IRL she restrains herself since she thinks she has no right to be jealous. But as this is a dream, she just lets loose with what she's always wanted: being affectionate/lovey-dovey openly, being able to show jealousy, etc etc.

Oh, this is supposed to be a dream? It'd be nice if there was some sort of heads-up to that effect. Looking back, I'm apparently supposed to believe this is a continuation of something suspended TEN MONTHS AGO, so I do believe a reminder was warranted.

Still, if this is a dream, why are there people who are recognizable as people without there being a focus cast upon them, rather than just shadowy blobs...

Could also be workplace professionalism. You don't want to cause trouble with people you have to cooperate with daily. Hence her passive aggressive personality.

His shipgirls seem to have some unspoken agreement with each other. Goya was threatening Suzuya over just wanting to meet him, but doesn't seem bothered by his marrying 6 girls before her. Kongou got upset when he was staring at Nagatsuki on their date, but later enthusiastically trains her to become his bride. Ooi could be echoing either of those reactions, getting mad because that random girl's not from their base or getting mad because he's specifically on a date with her.
