What I find interesting is this:

At times, this Pokémon feels so bothered by its dirty or ruffled feathers that it can’t focus on battle. When it loses its focus, it sometimes even retires from the battle on the spot! It’s up to each Trainer to help Dartrix overcome this troublesome stage. If this Pokémon is with a Trainer who helps it through, its strength will grow hugely!

So, maybe they make PokéMonAmi obligatory for some Pokémon to work? This sounds very specific if you ask me.

Actually, given that it's a butler and the shape of its 'hair', I'm more inclined to think of another silverware-slinging servant - namely Sebastian, the Black Butler himself.

Butler bird to robin hood makes sense if you consider that ninja butlers are a common trope in Japan.

Popplio's evo is the one that leans it towards confirmed for me though. It seems like it's definitely the middle stage between clown seal and mermaid-siren.
