Technically, Mogami can even up the odds since both have similar ergonomics with the differing fore turrets and torpedo tube placements as well as concealment (Mogami's 9.2 vs Atago's 9.1) and even Pudding and her big sister Hipper can easily outgun her... and let's not forget the annoying ship that is Chapayev and the lulz that is Edinburgh. New Orleans provides the "basic" hard counter for her though.

Atago is probably the best argument for botes being P2W, because she's ridiculously better than the f2p peers(and Kutuzov too, but we'll ignore that for now). Her heal alone gives her nearly twice as much effective health as the other T8 cruisers, and her flexible armaments and concealment means that she gets to pick mostly favorable fights and disengage with ease when things get bad. The torpedoes and IJN focus on HE means that she gets a lot of mileage out of this playstyle too.

While true, Atago has some pretty glaring weaknesses you can take advantage of:
1. Her Superstructure is very wide both from front and side and some Tier 6,Most Tier 7, and all Tier 8 (I dont even need to mention Tier 10) Battleships and Cruisers can easily penetrate this and cause serious damage even cause citadel damage.
2. Her anti Torpedo armor is laughable, if you are a DD fighting a unaware Atago, torp her.
3. Her turrets are a bit slow, some faster DD's can take advantage of this.
4. Atago suffers from poor secondaries so close range engagements are issues for her to deal with.
Her Armor is the worst part about her, I have sustained heavy damage from Atlanta's firing AP into my sides at close range. While the Rep Party can help, Citadel Damage is non recoverable so even if they have a cap with extra heals, that health is gone.
