"Dodge the rain" came from within Touhou, itself, it just caught on as a meme. When asked about what she would do if she was caught out in the rain, since she is vulnerable to running water, Remi responded (possibly jokingly) that she would dodge the raindrops. Since it's Touhou, it's not entirely clear whether she actually can or not.
