Yeah, "regular breast envy" does not cause the envious girl to desire to actually remove the difference in bust size by any means necessary, up to and including implied physical mutilation of the busty girl. Bonus points for not even featuring the busty girl in the picture, let alone doing anything that could be remotely construed as "provocative" towards the envious girl (e.g. slamming the envious girl's face with her breasts).
