Some egos are so big they take ownership of whatever mentions the USA forgetting this is a Japanese game, drawn by Japanese artists, voiced by Japanese VAs. Just add Iowa into the game and boom! Unless you know for a fact that Ryuukhan is an American, why associate "western" solely and specifically with the United States? It's clear what they meant, even if it is debatable whether it is valid, and can be presumed to be made in a broader sense of "west". The random anti-American sentiment is purely your own pathos.
This is not about anti-American sentiment, there are knowledge and ignorant people everywhere it doesn't matter the nationality. If I were to take an anti-American sentiment somewhere, that would be a 100% toward their government but that isn't the case. I'm just pointing out some people have this false assumption everything comes from the USA it doesn't matter the nationality they come from.
If "East meets west" can't be "technically" because both are American characters, he/she is also omitting this is a Japanese fan art and one character is a Japanese personification of an American non-living carrier.

I suppose with a weird accent 「サラトガ」 ("Saratoga") may sound very similar to 「サラ・コナー」 ("Sara Conaa") which is the katakana conversion for "Sarah Connor".

See, I'd put that closer to pun than namesake, but someone has already decided that similarity is more important for the tag than any etymological relationship (Saratoga being native American, Sarah being Hebrew, and Connor being Gaelic).
I don't quite get why rom-collector had to make his remark. As I see it, ryuukhan was joking as in Saratoga is an American ship. So, she's technically, by context is an American->Westerner. I mean, come on, he even went "Technically".
Just pointing that out in case someone decides to come in and continue this comment war using stuff like war crime and stuff. Because, yeah, the Japan is the only one at fault. Yeah. *applaud/sarcasm*
