That my friend is Hatsushimo,the ghost ship of the base.
Along with the turbine and boiler system update today, certain Kai Ni destroyers gained some max stats. There is also Ayanami (+1 torpedo and +3 max luck) and Shigure (+9 max luck).
Every other Hatsushimo picture here far looks a bit different, so I wasn't 100% sure that was her as her character wiki here doesn't specify the appearance changes (like the hairband and ahoge) on Kai2.
