I mean, Hecatia is the god of all hells while Shinki created her own stable dimension and everything in it.
Personally I'm betting on Shinki. But it would be interesting to see what other people think.

You know this is only an interpretation of her character and it wasn't stated anywhere, right? She created Makai and that's ok, but now we know Hell and an infinity of other dimensions ("otherworlds") are actually easily created. You could argue that Shinki does it better since she can also create sentient life, but it doesn't mean she is also more powerful than anyone else in a direct fight. Her best creation (Yumeko) isn't even that strong.
