    Maru-yu aside, it seens submarines can't move well above water, even if it's frozen.

    Actually, the diesel submarines built before and during most of WW2 were made to run on the surface almost exclusively, only diving when near the enemy. (In fact at night early in the war, they would stay surfaced even near the enemy, because it was harder to find a surfaced submarine by eye at night than to find one underwater by sonar.) Different classes had different speeds, but generally speaking, they could make somewhere around 15-23 knots on the surface, but only about 5-8 knots submerged.
