My ma did this to me when I was a baby, she thought it was so dame funny when I started rubbing my head on the carpet to try and get the dame thing off my forhead.

If you look back over Futa's previous works, Reimu's ribbon is expressive. In fact, it's better to say that it "drooped" in the second and third panel (like ears on a dog) because the ribbon is perked up normally. (She's fairly neutral in the first panel, and her ribbon is "perked up" there...)

Her ribbon is expressive in Forbidden Scrollery too, which is the design that Futa's Touhou character artstyle is based on.
