Considering that thanks to her hourlies she offers tea to "commander-sama" more times than Houshou and Kongou...combined it makes sense. But between her devoted demeanor and some of her lines (married ones included) I always considered her to be a part of the "commander/admiral love faction".
Oh well... at least she didn't get the generic "Rice, please" box message.
