Yeah, but the key word is "disproportionate". Compare the ratio of RJ lewds / overall pics versus Hamamkaze lewds / overall pics. Way more RJ pics are her fully clothed and being used as a cutting board or wash rack or just glowering at Atago or something. The Akatsukis are closer, but that's appealing to the straight loli fetish, while oppai loli really drives some artists bonkers. (The whole point of this mini-arc, in fact.)

I think it's more a matter of their just being more targets for lolicons in general so the deviants can more finely tune the girl they want to perv on based on more then simply looking uncomfortably young, basically a plethora of options results in smaller market shares for any one 'brand'. For those wanting to perv on big busted girls though the options are narrower Hamakaze, Urakaze, Ushio, and Naganami are the only ones I can recall off the top of my head and of those it seems like it took until her spring art last year for allot guys to even realize Naganami had big boobs.

Within that already small group Hamakaze I think got the brunt of it because she had the grave misfortune to be just generally likeable and cute while also happening to look like a porn star. I actually really like her, but sometimes I feel bad about even admitting that because of well... you know.

I like Hamakaze, but mostly because her personality seems stable and serious, comfortable as just friend.
Compared to like... Ushio who seems like she's so traumatised, she would freak out when a guy accidentally bumped her, and see all male like potential rapist. I'd keep an unthreatening distance from her. (partly blaming Himura for this impression)

Of course this is just from impression since I don't play the game.

Murasame is supposed to be flirty (like in Yua's story).

Well, by that definition, Ushio isn't "loli", either. Ushio and Hamakaze seem about the same age, and while you can maybe argue Hamakaze is a year older, if we're talking about moving off of "Oppai Loli Ushio" to Hamakaze that seems like a really thin line upon which to make a distinction.

I don't think that the Japanese really care much about strict definitions on "Loli", and don't use terms like "jailbait", just lolicon. (But then again, they don't see a 16-year-old as "underaged" in any form...)

Thin lines matter in this age range, 15 is statutory rape and 16 isn't in many places.
