Cut her some slack, she was raised in the UK so this might be one of the early days of her return to Japan.

What's actually going on here? All I see is Kongo getting a proper meal (and no, that isn't sarcasm or a joke).

Is it related to the bad manners of eating directly from the frying pan where all should be serving from?

Rather she's using a spoon and fork and not chopsticks i believe.

Obviously, it's because Kongou is eating with the fork in her right hand, and the knife in her left. Proper European etiquette demands she reverse that.
