Since he's being allocated more shipgirls to link up (I think), I sure hope to the graces that he'll get the Yamatos or even both the Fusous for their broadside weight apart from more heavy cruisers since the base has mostly destroyers as his lynchpin.

But they aren't there waltzing around. Hell I suddenly just saw Satsuki early on which was implied Reiji was issued her afterwards.

Possible goroawase interpretation of 103 is i-rei mitsu. Irei has several meanings:
exceptional (異例), consolation of the dead (慰霊), or powerful spirit (威霊)
Mitsu as 満つ means rising (tide) or waxing (moon)

Another possibility, bit of a stretch, is hizeme (火攻め) "trial by fire"
