What do you mean? The only real problem with CVLs right now is that only ChiChis are good for events due to being fast. RJ's slots leave things to be desired, and would be better if her large slot was the first one since the first slots get bonus damage. Jun'you should be the best CVL due to her slot sizes and placements, but being slow brings her down for any event that bullies slow ships. Hiyou is fine as is but again, slow bullying brings her down and sacrificing a slot to make either of them fast isn't ideal. Zuihou and Shouhou are weak despite being fast due to those small slots. Ryuuhou and Houshou are just plain garbage.
Suzuya Kai 2 needs to be stronger than Zuihou and Shouhou, but I'm sure a blueprint and really high level requirement could fix that problem. So long as they don't fuck up the slot distributions.

AA equipment or AS isn't going to save you from Tsu. What matters most for carriers ever since the aircraft proficiency update back during 2nd SN is that the big slot is the first and the distribution of the planes among the slots, rather than overall high plane capacity.

But Kaga is barely mid-tier now. Big doesn't mean giant. 24 is fine for CVLs' biggest slot and the ideal, really.

Many are already spoon feed with KanColle viewers and all the data from the wiki. I bit of thinking from our part doesn't hurt.

Old tired tactics? Putting torp bombers on the biggest slot(s) and fighters on the rest is old tired tactics? That's been the standard since 2nd SN, and why CVs with big 1st slot like Cranes, Taihou, and Sara stand at the top for CVs while ChiChis (and Jun'you when routing allows) stand at the top for CVLs. That bonus 1st slot damage isn't insignificant, and if it isn't big enough (24 for safe with good dice roll) then multiple Tsus on the way will eat it up. Stats aren't the whole picture, the distribution also plays a big role.
Old tired tactics would be going full Reppuu mule or putting fighters on the largest slots, and why no one uses a single CV in Suijou anymore since 2 CVL usually allows for bombing. My whole point in the beginning was that ChiChis are the only reasonable choice when using Suijou because more often than not, there is some bullshit slow ship bullying that doesn't allow Jun'you for easier routing, and why Suzuya would provide an alternative so that ChiChis don't always have to be saved just in case Suijou gets good routing at the final map.
And that brings back my previous point: if you want a "safe" route, raise copies of your "best" ships, it's simple. The only reason you complain for something optional to remodel/raise, is only because you don't want to work on the game anymore (and that's something developers won't allow). If you really want to load a dice to your favor we are getting better equipment during or after events.
I know I'm the last proper person to talk having failed 4 last map events in a row for different reasons (lack of time, demotivation, emergency priorities, etc.). But I do know it's perfectly possible to complete events and clear maps on hard difficulties with Chitose/Chiyoda as AV, no Yamato (until 6 months ago) or Musashi and no American/English ships to name a few. And I do know because I did. Last map has not lock, so you can technically bring everything most of the cases. If I weren't busy with many other priorities, I could have earned all those 4 hard medals with what you consider being limitations.
