As far as I know, Dandonfuga releases the full size at the beginning of a month and not 21 hours after he posted the version on Tumblr. Could be wrong, but Qpax is probably right here.
@evazion because the artist is usually posting various forms of the same image in his/her patreon page especially in higher resulotion and they are usually high quality gifts sent to his/her patrons as you can see in this example; post #2630922 and I agree with Provence. You get these gift releases after a while not when the artist posted sample like images on his offical deviantart or tumblr page.
Plus as you can see in the screenshot I posted above you can get the exact same results if you put post #2699192 into waifu2x and as a result you will get same file size along with same resulotion.

It's alright but then again we will probably get offical high quality release of this illustration by the artist after like one month later of the initial/preview release the artist puts on his patreon page like Provence said above. So can't wait to see nude version of this image :D

It really looks like waifu2x. It's exactly two times the resolution of the original and was saved as a PNG file. Dandon fuga's patreon rewards have a significantly higher resolution and are offered as low compression 4:4:4 (subsampling off) JPEG files
