It's more like her appearance. Some may doubt and think she is lying. As IRL there are actual adult women that looks impressively young at appearance.

This is something I can relate. The casinos at Macau actually asked for my identity because I looked like 15 or 16 even though I am 23 at that time (2014).

I know it's about her appearance. She looks way too young to get in some places. That, I know too.
I even know someone who was ~30 and look so much like 16. Short and cute, so I addressed her as if she was younger than me. Lucky me the misunderstanding didn't last long as she was soon be introducing herself. Our section had a good laugh though.
