"Wasteful" in those cases are plates they don't finish. (I.E. they get 12 dishes, but only eat 8 of them. I think the standard is charging for anything over 2 extra.)

I don't think she's shy at all I'd actually say her default is a flirty troll in the vein of Yukari, which isn't a shock perhaps given their friendship. I can't even frikkin' count the number of comics and stories I've seen of her trolling and harnessing the shit out of poor old Youmu or being at the very least a complicit accomplice in her seventeen year old friend's schemes and shenanigans.
