Its traditional in Europe. The neighbor to the north and or east was considered less civilized for the last two thousand years or so. (be it true or not) That's also the direction the national jokes go. British make fun of the French or Belgiums. French make fun of the Belgiums or Germans. Germans make fun of the Russians or Poles. Poles make fun of the Russians.

Longer back, it was the Northern barbarians to the Romans. Then it was the Vikings for the French and English. The Russians tended to be behind the rest of Europe in some areas and Europe wouldn't let them forget it. Also the ancient run of the Huns through there and the Mongols hold the area for a bit kept the idea of the Barbarians being in Russia as a general feeling in Europe for centuries. Add religion and things get crazy at times.

Add eugenic to the equation in the early 20th century and you have mass racism from the Germanics against the Slavs...and so on.
