She's not standing on anything, she's just closer to the camera than the Admiral and Ooyodo. And you can clearly see on the full picture of the cardboard that has been circulating that Ooyodo is standing right next to the Admiral and not in a pit as you say. Ooyodo and Akashi being tall is just a misconception because of how thin and long legged Fujikawa normally draws her, but in reality she's as short as the average Japenese girl, probably a bit taller. Akashi is also a bit shorter than Ooyodo based on some promo art for the department store collaborations but that could very well be due to shoe wear.
