The way Seweratmiral is looking at him in the last panel, I think this is anything but defused. In fact, I wouldn't be surprised if this will somehow escalate in either the following page, or a few pages later as Seweratmiral peacefully leaves on the next page, only to send some unofficial thugs that he gained over the years to punish Robba-san and get him out of the way (thus keeping his hands seemingly clean of the dirty deed).
