I know I already did here before asking, but is it alright if I create tags for couples? I was given permission to create such tags on Sankaku Channel and they're actually pretty useful.
Tags which can be abbreviations of other tag searches are pretty much disallowed, which in this case would be at most a three-tag search: amami_haruka kisaragi_chihaya couple; not to mention the other general-use relational tags that do exist (brother_and_sister, mother_and_son, etc.) are already somewhat contentious.

The idea wouldn't be to abbreviate characters, however. Having tags for specific couples is better since many of the posts you find just searching for the characters and couple might be about others couple.

You are misunderstanding, it would be the tag count for the search that would be abbreviated (i.e. 1 tag instead of 3), not necessarily the character length of the search. That sort of shortcut tag is forbidden here.

If there were some examples to that effect, there might be some merit, but the three-tag search that I used in my last comment returns pictures with only those two characters. In fact, the idolmaster couple search turns up a grand total of four posts with more than two characters, two of which are families (which I don't think should be tagged with couple in the first place, but that's another discussion) and the other two have a very questionable use of the tag.
You are not gaining any search accuracy by adding tags which are already covered by existing tags.
