There is mention of a traditional japanese sweets shop in town mentioned in passing at the beginning of Shimakaze's arc, but it is highly unlikely to be run by the aforementioned duo considering the status shipgirls have in universe (read: military equipment).

Though it aint that far fetched to note that the brass, once after they pull their heads out of their asses, can have him requisition aux ships (although the most useful aux ship he needs for long range raids as his base is a raiding unit would be Hayasui of all the girls) if he can't build the although something tells me the two food ships are nearby the biggest naval base or somefin that they can't get reassigned or built at Reiji's base.

She has no gear. Her abyssal rigging was not only nonfunctional from a gunnery standpoint, but given to HQ for research purposes. They can probably make and equip for her whatever the hell they want, it has never been actually stated there is a "body type" or "limitation" in that regard. The one thing this fleet lacks are some good field support ships- for base work, Yuubaru and Akashi have them covered already. Three battleships are already present, as are three fleet carriers.
More to the point, the real need here is to hide her identity from the higher ups. She'll be "Hayase Ruriko disguised as X". That's the name that would be easiest to learn to respond to while out of base, considering how close it is to her own.
