These things called "mosquito fleet" for a reason.

But but but PT imps are easy to hit, all you need is a DD or two in the fleet or fit a secondary weapon to your CLs *ducks the barrage of things from people saying THAT'S NOT OPTIMAL!*

You probably weren't around during the Fall 2015 and Summer 2017 then. Their evasion rate are absolute worst in these two events.
