I think she was hoping for a more comical reaction from Ruriko eating Kongou's cooking.

To be fair, if Kongou got the Paella even half right, it would have been delicious. This was pretty much impossible to fuck up unless she couldn't cook seafood.

If they had a Spanish ship on hand to make it, it would have been a downright god-tier dish.

God dammit, now I want paella, and both of the places near me that make it good are either a pain to get to or really hard to get parking for. Dammit.

Nah. Kongou just rolled a natural 20 on this one. To be fair, Seafood Paella Omelet Rice does sound delicious(if I actually eat seafood, that is).

Well... It could potentially happen someday, while Spain itself was pretty much neutral back then (they were still recovering from the recently finished Civil War) they considered themselves sided with the Axis.

Even some ships took action during WWII... even if it was barely non-existant (such as the heavy cruiser Canarias, which her main role in WWII was searching for Bisko's survivors), so I don't discard it (rather... I refuse to discard it), but I can't see that day coming anytime soon.

Anyway... Putting that lil' rant of mine aside... I gotta say that as a Spaniard I wouldn't mind trying some Paella Omurice...^^
