I am assuming this takes place after her Lonely Island adventures as proxy Admiral and her panty-less period with Suzuya. LesAdmiral being on the phone is my guess.
As for before that...well Fubuki was at least level 70 when Suzuya arrived, meaning she's been solo fighting for about two years or more before finally finding her Commander here.

This seems to be their first meeting, so it's presumably after Fubuki was left on her Lonely Island, and now finally has someone assigned to the same base as her - hence her joy.
