Munmu's Ru is relatively low in the setting's social order, which has translated into being a quiet and cute type. For contrast, Suwabe's Ru is top of the fleet and goes from the usual chibi to strong-cool to Mozgus. Minarai's Ru is middling in the social order; while she may not be BB Hime, she is still a charismatic BB and not a child.
Whatever the reason, I love that Munmu is giving some screentime to Ru.
