Yeah, this is a weird one. It messes with the stock idiom ichinin-mae, which can mean "one portion" or "one person", but it's used here in its meaning of "adult/full-grown" or "full-fledged/established/qualified". Akatsuki multiplies it by 100, so it's sort of like "100 people's worth of lady". Hmm...I think I can use an equivalent mangled metaphor, if not an exact parallel.
